While there is <br />no construction cost associated with Alternative 3, there is an economic loss to the VRA. The <br />economic loss is discussed in Section 8.0. Construction cost estimates were developed for <br />Alternatives I and 2 and are presented in Tables 7-1 and 7-2. The material quantities estimated <br />were based on the survey of the dam. Unit costs were derived from construction projects either <br />recently completed, presently under construction, or scheduled for construction in the near <br />future in the Gunnison, Colorado region. A contingency of 20 percent was included in each of <br />the cost estimates. It should be noted that these estimated engineering construction costs <br />presented are for feasibility-level cost comparisons. <br /> <br />7.5 ALTERNATIVE EVALUATION <br /> <br />Alternatives I and 2 were evaluated in accordance with the objectives. Alternative 3 was <br />dropped from consideration because of the economic loss. Alternative I and 2 would require <br />approximately the same level of field investigations, design, plans, specifications, permitting, <br />bidding, and construction observation. To our knowledge at this time, we are not aware of any <br />environmental permits for this project. The estimated construction costs for each alternative are <br />shown in Tables 7-1 and 7-2. The estimated costs for the engineering for Alternatives I and 2 <br />are shown in Table 7-3. The estimated total construction and engineering cost for the preferred <br />alternative is $834,370. <br /> <br />Alternative I was selected for Phase I construction because the additional construction cost <br />above Alternative 2 results in a large increase in safety of the V ouga Dam. If Alternative 2 is <br />selected, there will be additional maintenance cost for all storms up to the 100-year event.
