While there is
no construction cost associated with Alternative 3, there is an economic loss to the VRA. The
economic loss is discussed in Section 8.0. Construction cost estimates were developed for
Alternatives I and 2 and are presented in Tables 7-1 and 7-2. The material quantities estimated
were based on the survey of the dam. Unit costs were derived from construction projects either
recently completed, presently under construction, or scheduled for construction in the near
future in the Gunnison, Colorado region. A contingency of 20 percent was included in each of
the cost estimates. It should be noted that these estimated engineering construction costs
presented are for feasibility-level cost comparisons.

7.5 ALTERNATIVE EVALUATION

Alternatives I and 2 were evaluated in accordance with the objectives. Alternative 3 was
dropped from consideration because of the economic loss. Alternative I and 2 would require
approximately the same level of field investigations, design, plans, specifications, permitting,
bidding, and construction observation. To our knowledge at this time, we are not aware of any
environmental permits for this project. The estimated construction costs for each alternative are
shown in Tables 7-1 and 7-2. The estimated costs for the engineering for Alternatives I and 2
are shown in Table 7-3. The estimated total construction and engineering cost for the preferred
alternative is $834,370.

Alternative I was selected for Phase I construction because the additional construction cost
above Alternative 2 results in a large increase in safety of the V ouga Dam. If Alternative 2 is
selected, there will be additional maintenance cost for all storms up to the 100-year event. The
cost of Phase 2 construction will be less with Alternative I because the dam is capable of
passing additional flow.

24216/RI.DOC 02-12-97(3,08PM)/RPT

7-4
