Alternatives 1 and 2 discussed <br />above are designed to improve the existing condition ofVouga Dam. Alternative 3 would not <br />improve the condition ofVouga Dam. <br /> <br />7.4.1 Project Output <br /> <br />Alternatives 1 and 2 are designed to increase the project output. Alternative 3 would be a <br />complete loss of reservoir storage and loss of water rights. Alternative 1 and 2 are more <br />preferable over Alternative 3. <br /> <br />7.4.2 Operation and Maintenance <br /> <br />Alternative 1 should slightly improve the operation and maintenance (O&M) of the facility <br />because all storms up to the IOO-year event will pass through the service spillway. Alternative <br />2 has more maintenance cost because some maintenance to the emergency spillway will be <br />required each time the spillway is used. Alternative 3 would increase the O&M of the facility <br />in the short-term until the breach in the dam stabilizes. Alternative 1 and 2 would be preferable <br />over Alternative 3. <br /> <br />7.4.3 Project Impacts <br /> <br />The three alternatives are not expected to have a significant impact on the natural, or the <br />manmade environment, or the local social structure. Therefore, project impact was not a <br />consideration. <br /> <br />7.4.4 Institutional Considerations <br /> <br />Each alternative will require approval from the Colorado State Engineer's Office.
