<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Executive Summary <br /> <br />This study examines the feasibility of non-structural and structural alternatives to <br />rehabilitate the area comprising of Monument Lake Dam and Reservoir; and demonstrates the <br />technical, financial, environmental, and institutional feasibility of the alternatives. The project <br />will be funded between the Town of Monument (Town) and El Paso County (County). The <br />Town is requesting funding through the Colorado Water Conservation Board (CWCB) for their <br />portion of the project, while the County will be funding their portion through County <br />appropriated funds. The study has been prepared in conformance with requirements for funding <br />of the CWCB and the dam safety regulations of the Colorado State Engineer's Office (SEO). <br /> <br />The reservoir is presently under SEO restriction; the water surface must be kept three feet <br /> <br />below the spillway crest. On May 6, 1998 the SEO recommended a zero-storage restriction due <br /> <br /> <br />to dam safety deficiencies. This recommendation has not yet been enforced but the SEO could <br /> <br /> <br />do so at any time. These dam safety deficiencies include: <br /> <br />I. Deteriorated outlet works; <br /> <br /> <br />2. Absence of outlet energy dissipating structure; <br /> <br /> <br />3. Unacceptable tree growth on dam embankment; <br /> <br />4. Inadequate protection from wave action on upstream face of dam; and <br /> <br /> <br />5. Spillway capacity inadequacy. <br /> <br />Alternatives were developed to correct these deficiencies, which included rehabilitating <br /> <br /> <br />the dam embankment, outlet works, and spillway. The recommended alternatives for the project <br /> <br /> <br />include the following: <br /> <br />1. Rehabilitating the embankment by excavating the top 10 feet of the crest and <br /> <br /> <br />downstream face of the dam and then constructing chimney and blanket drains <br /> <br /> <br />covered with embankment fill up the existing dam crest elevation. <br /> <br />Monument Lake Dam Feasibility Study <br /> <br />.. <br />m <br /> <br />BOYLE <br />
