.."

(. ~

The installed capacity having the lowest cost of energy and
having a reasonable plant factor for a hydroelectric installation
will be selected for the project.

This analysis shall include the following:

a. Obtain preliminary equipment quotations from suppliers
of major equipment.

b. Establish unit power values for energy and capacity as
described in Task 14.

c. Make a preliminary estimate of the construction cost for
each alternative, based on experience cost data for the
major project features. Such cost data could Include a
combination of current Corps of Engineers, FERC and
Contractor's experience data, and will be based on the
cost parameters developed in Task 10.

d. Determine annual costs of each alternative.

e. From Task 9, arrive at an annual cost of power from an
energy and capacity viewpoint, for each alternative
installed capacity.

f. Compare cost of power from each alternative installed
capacity to the cost of purchasing the same amount of
power using the unIt values in b. above.

g. Compare benefit-cost ratios for each installed capacity
to arrive at the selected installed capacity.

Task 16 - Cost Estimate

A detailed construction cost estimate of the selected
project arrangement will be made upon completion of the
preliminary design. The estimate will be made on the basis of
January 1, 1982, cost data. Powerhouse mechanical and electrical
equipment costs will be based on manufacturer's quotations, while
the civil/structural, substation and transmission features of the
project will be based on experience data for prices as applied to
unit quantities of construction.

Estimates will also be prepared of the annual cost of
project amortization, and of all operatIon and maintenance and
replacement costs.

Taski7 - Final Report

A final report will be prepared summarizing all of the
work accomplished during the study, including the work reflected

-14-
