<br />.." . <br /> <br />(- <br /> <br />- <br /> <br />project may produce incidental flood control benefits, this study <br />will assume that the reservoir's operation will not be governed <br />by flood control considerations. <br /> <br />In carrying out this work task the Contractor shall: <br /> <br />a. Review existing studies and other readily available <br />information on potential uses and locations of use for <br />the water that would be developed by the project. <br /> <br />b. Develop, in consultation with the State, estimates of <br />the montly percentages of total annual water demand for <br />use in the operation studies conducted under Task 9. <br /> <br />c. In conjunction with work done in the water rights <br />evaluation (Task 8), review the potential for major <br />water exchanges, which exchanges could permit direct <br />diversions to be made at locations upstream from Una <br />Reservoir, with developed water from Una providing <br />augmentation to downstream users. <br /> <br />The potential for recreational use of the reservoir will <br />not be studied. <br /> <br />Task 14 - Power Value Analysis <br /> <br />This task will develop the unit value of project power <br />(firm and secondary energy and capacity) to determine projected <br />power revenues and for use in ~electing the installed capacity of <br />the project. In carrying out this task, the Contractor shall <br />estimate the revenues which could be expected from the sale of <br />project power over the first ten years of project operation based <br />upon a review of power rates projected and included in existing <br />sales contracts by various western Colorado power marketing <br />entities, such as Public Service Company of Colorado and <br />Colorado-Ute Electric Association. <br /> <br />The economic value of average annual energy and of capacity <br />from an alternative power resource, probably a coal-fired plant, <br />will be based upon existing data given the projected costs of <br />such resources presently being planned or constructed in the <br />region. These economic values will be used in Task 15. <br /> <br />Task 15 - Selection of Power InstallJtion <br /> <br />The selection of the project installed capacity for each <br />water rights scenaric, both with and without the use of the <br />Placita Reservoir decree, will be based upon the cost of project <br />average annual energy adjusted to ~eflect the value of capac1ty <br />(possibly based on Dumped storage such as the Mt. Elbert Project) <br />in excess of the corresponding capacity of an alternative power <br />source, probably a coal-fired plant, producing the same energy. <br /> <br />-13- <br />
