.

~

"

f. Based upon the results of Task 15, the operations
program will be utiliz6d to determIne the average annual
energy, the firm energy, and the dependable capacity of
the selected Installed project capacIty for each water
rIghts sc~narIo, both wIth and wIthout the use of the
Placita Reservoir decree. This would be performed for
both the initial reservoir capacity and Its capacity
after 50 years of reservoir sedimentation.

g. Based upon the results of the operations study,
the incidental reduction in the peak flow of a 100-year
flood at the project site would be determined by routing
the hydrograph through the :eservoir under average
operating conditions.

Task 10 - Comparison of Alternative Arrangements - Dam and
,
Appurtenances

The purpose of this task is to establish the optimum
location, arrangement, and design of the dam and appurtenances.
This will be done by considering the geotechnical investigations,
site investigation, flood hydrology and sedimentation studies,
storable water analysis and operation studies. In carrying out
this work task, the Contractor shall:

a. Establish preliminary design criteria and parameters for
dam, spillways, outlet works, power plant and diversion.

b. Based on the preliminary operation studies for water
yield and power generation, the site inspection, and
the geotechnical investigations make a conceptual layout
of the project with an earth embankment based on the
maximum practical reservoir size.

c. E5tablish a basis for comparison of cost estimates
including cost level, date, construction perIod, annual
operating and maintenance costs, and interest rate, loan
term and other conditions to be assumed for financing,
all of which items shall be subject to the State's
approval.

d. Compare cost of concrete spillway arrangement such as
gravity, and slab and buttress, to determine most
ecomomic type of dam.

e. Compare costs of dam and spillway based on different
size"Location and arrangement of spillways, power
conduits, outlets and powerhouse, to optimIze facility
arrangements.

f. Analyze alternative diversion arrangements.

-10-
