<br />. <br /> <br />. <br /> <br />development projects, agricultural transfers to municipal and industrial uses, water conservation, <br />growth limitations, and other demand management practices. <br /> <br />It is expected that the major portion of the study budget will be devoted to the work required in <br />Tasks 7 through 10. <br /> <br />Project facility configurations will be formulated and evaluated in Tasks 7,8 and 9 to address the <br />potential issues and problems that may be encountered in the design, permitting, construction and <br />operation of the project. <br /> <br />General strategies for implementation of the preferred project configurations will be developed in <br />Task 10. The strategies may include measures that could be taken on a local, regional or state- <br />wide basis such as new or revised institutional arrangements, statutory revisions, policy changes <br />On the part of various agencies or ~rganizations and new or revised funding methods. <br /> <br />Documentation of the study process is described in Task II. <br /> <br />Existing studies, reports, computer programs and analyses as well as information made available <br />from studies currently in progress will be used to the maximum extent possible. The Guidelines <br />for Financial Assistance through the Colorado Water Conservation Board Construction Fund <br />will be used as a reference source for the project planning activities outlined below. <br /> <br />The study is expected to result in project configurations that may appear feasible at a <br />reconnaissance level of analysis, a set of strategies for project implementation, or <br />recommendations that the project is not feasible and should be eliminated from further <br />consideration. <br /> <br />Overall Assumptions. Conditions. and Constraints <br /> <br />1. The study will be performed under the direction of the designated CWCB Project <br />Manager, who shall have the authority to make contractual decisions for the CWCB and <br />be responsible for coordination with other CWCB staff, CWCB Directors, staff of the <br />Department of Natural Resources (DNR), other State agencies, water users and agencies, <br />land owners, and the general public. <br /> <br />2. Given the short duration of the Study and the voluminous data and existing reports that <br />will likely be provided by the CWCB and via Tasks I and 2, the Consultant will use this <br />information without independent review or verification except where deemed appropriate <br />by the Consultant. <br /> <br />3. Two public open houses were selected by the State - one in Grand Junction on June 9 <br />and one in Silverthorne June 10 between the hours of7-9 pm. The Open Houses will <br />have stations describing CRRP alternatives and potential topics such as environmental <br />effects and implementation proce~ses. CWCB will coordinate the meeting place and <br />logistics. The Consultant's responsibilities in relation to these open houses will be to <br />prepare informational displays and summaries of work conducted to date. Displays will <br />consist of draft work products prepared for Task II memoranda (if available and <br />approved by the State) and scope summaries mounted on foam core boards. The <br />preparation, reproduction, and/or mailing of any public information, meeting <br />announcements, or other materials will be the responsibility of the CWCB, DNR, or <br />others.
