5. Three CRRP Corridors will be studied to demonstrate the broad range of possible project
configurations. The three selected Corridors will be evaluated at a Reconnaissance level
of detail to distinguish the major advantages and disadvantages of each alternative.

6. Costs will be based on cost curves, "rules of thumb", unit costs from previous project
estimates or bid tabulations already in the possession of the Consultant, and infonnation
provided by the CWCB at the Outset of the Study. Pumping costs and the value of
hydroelectric power generation will be based on current prices for large-scale project
operations.

7. The Consultant will consider only diversion points downstream of the Colorado and
Gunnison confluence consistent with the purpose of the study to evaluate utilization of
Colorado River compact entitlements downstream of any potential effects on existing and
likely future water diversions for beneficial use in the state.

8. Based on the Study's goal of not adversely impacting potential waters users, the
Consultant will review existing absolute and conditional water rights downstream ofthe
Gunnison confluence.
