main treatment plant, which is located adjacent to and withdraws water from the Hatcher Reservoir in
the northeastern portion of the District, has a treatment capacity of 1 million gallons per day (MGD).
The other plant, which is located adjacent to and withdraws water from Stevens Reservoir, has a
treatment capacity of 0.5 MGD.

The average summer daily flows from the Hatcher and Stevens plants are 0.8 MGD and 0.4 MGD,
respectively. Treatment consists of pre-chlorination, coagulation, flocculation, sedimentation,
filtration, fluoridation, and post-chlorination. The quality of water produced at both plants currently
meets or exceeds all standards for public drinking water supplies established by the Colorado
Department of Health. The plants are staffed by eight employees with certifications at required
levels, who provide coverage on a 24-hour per day basis.

Storage of treated water is provided by three storage tanks with a combined capacity of two million
gallons, The treated water flows through a system consisting of approximately 110 miles of
transmission and distribution lines which divide the District into six pressure zones served by
pumping stations and gravity flow. The transmission and distribution lines range in diameter from 2"
to 16".

Major transmission and distribution mains are in place in order to enable the District to provide
service to approximately 80 percent of the District's service area. Property owners or developers are
responsible for the cost of installing the distribution lines or increases in required pipe size to connect
their properties or developments to the District's mains. Such lines are required to conform to the
standards of the District and to be dedicated to the District after a 12 month warranty period.

In the near future, the District expects to construct a transmission line, expand the Hatcher water
treatment plant to 2 MGD, and to construct 16,700 feet of water transmission line extending Dutton
Ditch which will permit the conveyance of Four Mile Creek water into the Martinez Creek drainage
to be stored in Hatcher Reservoir.

2-8

595\PAGOSA\s2,TXT
IO/271rn. nun
