<br />--_. -- -------~ -------. --------. <br /> <br />The Wastewater System <br /> <br />Wastewater Collection System - The existing wastewater collection system consists of 89 miles of <br />lines ranging in diameter from 6" to 15". plus 14 lift stations which serve approximately 80 percent <br />of the service area. The wastewater collection system is separate from any storm sewer systems. <br />Infiltration within the collection system occurs only during those times of high rainfall or rapid snow <br />melt. The District has an ongoing infiltration/inflow correction program as part of its sewer system <br />maintenance efforts. The system is maintained by eight employees with certifications at required <br />levels who are cross trained to work with both the water and the wastewater system. No pretreatment <br />of wastewater is required of any of the District's customers. <br /> <br />Wastewater Treatment - The District operates the Vista Wastewater Treatment Plant and the <br />Highlands Lagoon Treatment Plant. both of which are biological wastewater treatment plants with <br />secondary treatment processes and chlorination. The Highlands Plant serves the northern portion of <br />the District. which encompasses the Highlands Pagosa Estates subdivision with an estimated <br />population of 100 permanent residents. Wastewater effluent is discharged from both plants into <br />Martinez Creek pursuant to Colorado Wastewater Discharge Permit Numbers CO-OO31755 and CO- <br />0038032. Sludge from the Vista Treatment Plant is disposed of at the Trujillo Road Landfill. and the <br />District is investigating additional methods of sludge drying and disposal. There is no sludge removal <br />from the Highlands Plant. The plants currently are in compliance with all discharge standards <br />required by the Colorado Department of Health. <br /> <br />The Vista Treatment Plant has a design capacity of 1.35 MGD, with the average daily flow through <br />the plant in 1991 of 0.292 MGD. The Highlands Plant has a design capacity of 0.22 MGD. with an <br />average daily flow of 0.02 MGD. It is the opinion of the District Manager that the plants will serve a <br />population of 6.000 through 1997. <br /> <br />2.1.8 FINANCIAL DATA <br /> <br />The District accounts for its operations through the Water Fund and the Sewer Fund. Table 2-1 <br />presents a comparative statement of income for the combined Water and Sewer Funds covering the <br />years 1987 through 1991.
