<br />-- ----------. -_._------------'.-._.~....---- <br /> <br />2.1.7 TIlE PHYSICAL SYSTEMS <br /> <br />The District currently provides service to 1,863 equivalent residential units (EQRs) within District <br />boundaries consisting of 131 EQRs for water service only and 1,732 EQRs for water and sewer <br />service. The District also provides service to the Archuleta County Airport (2 EQRs) located outside <br />District boundaries. The District consists of two service areas, one area receives both water and <br />sewer service, and the other area, which encompasses the 5,558 acre subdivisions of Meadows 1 <br />through 4, Alpha, Martinez 1 and 2, and Piedra Estates, receives only water service from the <br />District. Property owners receiving only water service from the District utilize individual septic <br />systems, and the need to receive sewer service from the District in the future is not anticipated at this <br />time. <br /> <br />In 1989 the District was awarded the EPA Region 8 award for the most efficiently operated <br />wastewater treatment facility in its class. In addition, the Colorado Department of Health awarded the <br />District a Certificate of Excellence for Fluoridation of a Drinking Water Supply, <br /> <br />2.1.7.1 The Water System <br /> <br />Water Supply - The District boundaries are generally coterminous with those of the Fairfield Pagosa <br />resort community. In 1975 the Pagosa Water and Sanitation District entered into an agreement with <br />Eaton International Corp., predecessor in interest to Fairfield Pagosa, Inc., whereby Eaton agreed to <br />convey to the District water rights sufficient to adequately supply the needs of development as it <br />progresses in return for the District supplying water service to the residents of the development. In <br />1992 Fairfield Communities conveyed all of its water rights to the District. Some of the rights are <br />decreed direct flow rights and others are decreed storage rights. A portion of the water rights are <br />used to maintain aesthetics, reservoir recreational use, and golf course irrigation, with not all of the <br />water rights being devoted to domestic supply. According to the District Manager, the District has <br />sufficient water rights to serve the expected population within the present boundaries of the District, <br />plus enough for future inclusions (see Section 6.0 for further details). <br /> <br />Storal!e. Treatment. and Distribution Facilities - The District presently owns and operates two <br />domestic water treatment plants which treat the District's raw water supply prior to distribution.
