.

.

Study Goal and Objectives

Study Goal-The goal of the Assessment Project is to determine the
future demand for storage and water sLlpplies for the municipal and agricultural
water users within the boundaries of the Southeastern Colorado Water
Conservancy District (Arkansas River Basin), and provide direction on how best
to meet those demands,

Study Objectives-The following is a general listing of the individual
study objectives/tasks. The contractor shall complete the tasks as stated in the
Scope of Work and present general findings and recommendations concerning
the future water and storage requirements for the entities identified on Exhibit A
of the Scope of Work document. The attached Scope of Work provides a
detailed description of each listed assessment task,

1, Review existing studies and reports for proper incorporation into the
Assessment Report
2. Describe current water systems for municipal and industrial entities
3. Develop population projections -years 2000,2010,2020 and 2040
4, Determine agricultural water use from existing reports and records
5, Determine current and potential water conservation efforts
6. Project monthly water demand through the year 2040 for each
municipal and industrial entity
7. Compare monthly water use projections with Current system monthly
firm yield for each entity
8. Determine the need for additional water supplies for each entity
9. Determine the storage requirements for each entity
10. Determine the extent to which Fryingpan-Arkansas Project supplies
and facilities assist in meeting projected water and storage demands
11, Perform reconnaissance level investigations of potential water storage
and supply alternatives
12, Identify factors to be considered for each water storage and supply
alternative

The proposal should identify the approximate time it will take to complete each
task as listed in the Scope of Work, And, the proposal should offer comments on
additional Scope of Work items, or the elimination of any listed items. which you
believe can better achieve the Project goals and objectives as stated,

Available Information -Much of the preliminary information needed to
begin this Assessment Project will be made available to the contractor as a part
of the Scope of Work Relevant Documents, Studies and Reports (Exhibit B),
Indicate in your proposal what additional information you will need to perform the
initial tasks of the Assessment, and how the Enterprise may assist in gathering
the needed information and data.

5
