.

.

concerns will be addressed and documented and sent, via emai1, to the CWCB and the SEa.
Model enhancements or documentation clarifications requested by the users wil! be documented
and discussed with the CWCB prior to consideration under Task 2. The continued support and
training will be limited to an average of 12 hours per month, not to exceed $15,000 over the next
year.

TASK 2 - ADD ADDITIONAL CAPABILITIES TO STA TECD

Background:

StateCU is currently being used by an expanded group, including personnel at the State Engineers Office,
the CWCB, the Colorado River Water Conservation District, the Upper Gunnison River Water
Conservancy District, and water resources consultants. The StateCU program was developed as a tool to
help estimate basin consumptive uses and losses for the CDSS efforts. New users are requesting that
new capabilities be added' to StateCU to help meet their specific needs, These are needs that were not
required for the initial CRDSS and RGDSS consumptive use analysis, but will likely be useful in
continuing CDSS efforts.

In addition, several Graphical User Interface (GUI) functions that were developed as part of the CDSS
efforts were not used during the CRDSS or RGDSS historic consumptive uses and losses analyses,
Although there was a budget for software development and testing, there was a budget limit during the
initial contracts. Therefore, Gill functions that were used specifical!y for the CRDSS and RGDSS
analyses were tested more extensively than some of the other functions. When these lesser-used
functions were exercised recently, minor issues regarding specific window layouts and functions were
identified, Whereas none of these issues prevent the model from working correctly, they have been
identified for revision and/or correction.

Objective:

Add additional capabilities to StateCU to address specific requested needs by StateCU users. Revise
existing StateCU Gill functionality to al!ow the program to be more user-friendly and to al!ow specific
window layouts and functions to conform to standard WINDOWS format.

Approach:

Task 2.1 Add Additional Requested Capabilities
Add the fol!owing specific requested capabilities to StateCU:
. Revise the StateCU FORTRAN code and Graphical User Interface (GUI) to determine
structures for analysis based only on a structure file (*.str), and not on the StateMod Direct
Diversion Station (*.dds) file. Al!owing either of these files to define a scenario has been a
source of confusion for many users. Instead, precu will have an option to read either a list of
structures, or a StateMod Direct Diversion Station (*'dds) file to create the required structure
file to be used in the StateCU analysis,
. Add an option to the StateCU Gill to allow tabular output to be generated in either calendar
year, water year, or irrigation year formats. StateCU currently provides output in only
calendar year.
. Add an option to the StateCU Gill to al!ow tabular and graphical output to be generated for a
subset of the simulation period.

Page 12
