.

.

appropriate method for StateMod daily simulations. The CWCB has requested that the CRDSS
Gunnison River StateMod Model be enhanced to allow simulations on a daily time-step.

The objective of this Scope of Work is to:
. Provide continued support and training for the StateCU and StateWB model users.
. Add new capabilities to StateCU as requested by the CRWCD, the UGRWCD, and others, to
enable StateCU to meet more specific user needs,
. Update the StateCU documentation to reflect new capabilities,
. Create a new StateCU installation package to be made available via the CDSS WEB Site.
. Assist in the development of the new precu DMI, and use it to re-create input files for the
RGDSS and Upper Gunnison Scenario.
. Provide precu command files and a procedure memorandum for the Upper Gunnison Scenario to
the CRWCD and the UGRWCD.
. Revise the RGDSS basin water budgets (two) to include updated components resulting from
more detailed surface water and ground water modeling efforts.
. Upgrade the water budget technical memoranda to reflect revisions made to the water budgets.
. Enhance the CRDSS Gunnison River Basin Monthly StateMod to allow simulation with variable
efficiency and soil moisture accounting, which will include recalibration of model.
. Enhance the CRDSS Gunnison River Basin StateMod Model to allow simulations on a daily
time-step.
. Update CRDSS Gunnison River Basin StateMod Model to include active reservoir storage as
reported by the USBR and include 1997-2000 modeling data.

TASK 1 - PROVIDE CONTINUING SUPPORT AND TRAINING FOR STATECU AND
STATEWB

Background:

LRE has been the primary developer of the State of Colorado's consumptive use model, StateCU. The
model was originally developed as one of the CDSS tools for use in estimating basin historic
consumptive uses and losses. The CWCB and the SEO have promoted the use of StateCU and the model
has seen expanded use by water entities, such as the CRWCD, as well as water resources consultants.
This expanded use has created the need for additional support and training. The CWCB and SEO have
requested that LRE provide much of this support and training over the next year.

StateWB has not yet been widely used by entities beyond the CDSS Contractors and State personnel to
date. However, it is important that when the tool is accessed by additional users, support and training be
available, if required,

Objective:

Provide funding to LRE so they can provide continued support and training to the expanded group of
StateCU and State WB users over the next year.

Approach:

Task 1.1 Provide Continuing Support and Training for StateCU and StateWB
StateCU and State WB model users are directed to Ray Bennett with questions or concerns
regarding model use and operations. Ray Bennett will direct these users to LRE. Questions and

Page 11
