.;,

.

.

structures. Where current, state-of-the-art engineering provides for
additional reliability to the system, the current criteria will be
used, (i.e., water hammer suppression equipment will be added to pump
discharge pipelines; current National Electric Code Standards will be
applied to electric motors, controls and services; repair/replacement
pump buildings will meet current building codes; and siphon structures
and pipelines will be cathodically protected in addition to a
dielectric coating being applied).

An investigation will be made to consider rerouting the canal across
Limekiln Gulch with a siphon structure, thus eliminating several miles
of existing canal and reducing maintenance of that reach of canal.

b. Geotechnical investigations - Where geotechnic engineering of existing
structures has proved adequate by long serve, and rehabilitation
provides for renewal/replacement of the structure, no additional
geotechnical investigations will be done. Where a reroute of the
canal is proposed, only feasibility-level geotechnical investigations
of the reach of canal rerouted will be done. Geotechnical
investigations required for design will not be done during feasibility
stages, but will be delayed until final design to assure that the
route selected is designated for use and access to property has been
secured. No required funds are included for geotechnical work during
the feasibility investigation.

c. Design

Items 1 and 2 - The design for replacement structures, including sizing,
hydraulic conditions (heads, flows and losses) will remain the same for
pumps, pump discharge pipelines, canals, siphon structures, and electrical
services (voltages). New designs will be provided only where a change in
water-carrying method is proposed (e.g., a siphon structure is to replace
an existing flume structure). Western will not duplicate the design for
rehabilitation of existing structures.

Item 3 Structural design criteria including allowable stresses in
materials of components will be provided,

Item 4 - Not applicable - No storage dam in system.

Item 5 - Not applicable.

Item 6 - Tbe irrigation system is out of the flood plain of the Gunnison
and Colorado Rivers and, therefore, these studies are not applicable.
Floods from the Colorado National Monument travel down water courses where
the Company has siphon structures and thus are not a hazard to the canals
or pump structures. From operation history, no problems have developed in
passing floods past the siphon and flume structures. No flood studies are
anticipated to be done.

Item 7 - Not Applicable

Item 8 - Inapplicable, as no new canals are anticipated to be built.

-4-
