Potential purchasers to be
considered for sale of power will include the Public
Service Company of COlorado, the Western Area Power
Administration, Tri-State Generating and Transmission
Association, Inc., or other entities as appropriate.
Base-load and peaking power rates for sale of power
will be investigated under appropriate project
configurations aqd operating conditions.

Municipal and industrial benefits will be estimated
based upon existing and future projected demands.
Demands will be estimated in consultation with the
CWeB.

c. Benefit/cost comparisions will be prepared for
alternative, reservoir sizes and varying combinations of
project purposes. For each alternative, costs will be
allocated by project purpose and benefit/cost
comparisons will be made for each major identifiable
project purpose as well as for the entire project.

Benefits and costs will be discontinued or annualized
by use of appropriate interest rates in consultation
with the CWCB. At a minimum, the analyses will provide
benefit/cost ratios, net benefits and the internal rate
of return for each alternative analyzed. where
appropriate, sensitivity analyses may be used with a
reasonable range of costs, prices, and interest rates
to assess the possible impact of alternative future
economic conditions. Costs and benefits which cannot
be readily quantified will be identified and discussed
in a qualitative manner.

Based on the results of the economic analyses and the
technical analyses in Tasks 3 through 9 above, the
Contractor will make a preliminary recommendation as to
which alternative appears to be most feasible. For the
recommended alternative, a debt retirement analyis will
be performed using interest rates, period of payout and
financing arrangements, developed jointly with the CWCB.

Task 11 - Report Preparation

A final report will be prepared summarizing all of the
work accomplished during the study. The final report will
present the basic project 'data, results of all studies conducted,
comparison of project alternative arrangements, a 'description and
preliminary layout of the selected project, construction cost

, -14-
