<br />'} <br />0" <br /> <br />. <br /> <br />. <br /> <br />oJ"j; <br /> <br />"l' <br /> <br />the information will be updated to reflect economic <br />conditions on June 1, 1982 or other datum as specified <br />by the CWCB. <br /> <br />To estimate power production benefits, an analysis of <br />potential power users and the value of the power <br />produced will be developed. Potential purchasers to be <br />considered for sale of power will include the Public <br />Service Company of COlorado, the Western Area Power <br />Administration, Tri-State Generating and Transmission <br />Association, Inc., or other entities as appropriate. <br />Base-load and peaking power rates for sale of power <br />will be investigated under appropriate project <br />configurations aqd operating conditions. <br /> <br />Municipal and industrial benefits will be estimated <br />based upon existing and future projected demands. <br />Demands will be estimated in consultation with the <br />CWeB. <br /> <br />c. Benefit/cost comparisions will be prepared for <br />alternative, reservoir sizes and varying combinations of <br />project purposes. For each alternative, costs will be <br />allocated by project purpose and benefit/cost <br />comparisons will be made for each major identifiable <br />project purpose as well as for the entire project. <br /> <br />Benefits and costs will be discontinued or annualized <br />by use of appropriate interest rates in consultation <br />with the CWCB. At a minimum, the analyses will provide <br />benefit/cost ratios, net benefits and the internal rate <br />of return for each alternative analyzed. where <br />appropriate, sensitivity analyses may be used with a <br />reasonable range of costs, prices, and interest rates <br />to assess the possible impact of alternative future <br />economic conditions. Costs and benefits which cannot <br />be readily quantified will be identified and discussed <br />in a qualitative manner. <br /> <br />Based on the results of the economic analyses and the <br />technical analyses in Tasks 3 through 9 above, the <br />Contractor will make a preliminary recommendation as to <br />which alternative appears to be most feasible. For the <br />recommended alternative, a debt retirement analyis will <br />be performed using interest rates, period of payout and <br />financing arrangements,developed jointly with the CWCB. <br /> <br />Task 11 - Report Preparation <br /> <br />A final report will be prepared summarizing all of the <br />work accomplished during the study. The final report will <br />present the basic project 'data, results of all studies conducted, <br />comparison of project alternative arrangements, a 'description and <br />preliminary layout of the selected project, construction cost <br /> <br />, -14- <br />
