~
~

.

.

3

~

(1) Develop a conceptual design and costing of
distribution systems.

(2) Estimate the quantity of water available (net of
evaporation los~es) at farm gate on a typical
year.

(3) Estimate the average of typical ground water
pumping costs.

(4) Estimate the proportion of project water to be
used for augmentation of ground water, irrigation
of new lands ano for supplementing existing
irrigated crops.

(5) Define typical cropping patterns and acreages
in the study area with and without the project.

(6) Develop typical farm budgets showing values of
inputs and gross crop receipts.

(7) Estimate the value added of the water used on
crop patterns defined above.

(8) Calculate indirect impacts.

The Contractor will estimate the net recreational
benefits that wi~l accrue from the proposed project.
Net recreational benefits will include both direct and
indirect benefits.

The data base that was developed for Narrows will be
examined to' determine if this analysis is appropriate
for the study. If so, this material will be updated
and this level of effort will be consistent with the
Narrows study. If not, cost-benefit literature will be
reviewed to establish an appropriate non-survey
technique to use in estimating the recreational
benefits of the project. In addition, intangible
recreational benefits of the project will be identified
and discussed qualitatively.

The recreation benefit$ created by Hardin Dam would
occur at the expense of some existing flowing stream
recreation and, possibly, to existing lake recreation.
To the extent that these recreational uses are
precluded or diminished by the Hardin Reservoir, the
value of the recreational opportunites will be netted
out of the recreational benefit calculations.

Insofar as possible, tne basic flood damage data and
evaluation base for the Narrows site will be used for
estimating flood control benefits. The basic
assumptions used in previOUS work will be examined and

-13-
