In addition, economic <br />evaluation criteria including allowable benefits and costs, <br />discount rates, discounting procedures and benfitjcost <br />comparisons will also be established in consultation with CWCS <br />staff. <br /> <br />The economic analyses will include at least the following: <br /> <br />a. Appraisal level estimates will be made for capital, <br />operations, maintenance and replacement costs for the <br />project. <br /> <br />Total capital costs will be estimated using June 1, <br />1982 (or other datum as directed by CWCB) prices <br />referenced to the Construction Cost Index as published <br />weekly by McGraw-Rill. Construction costs will be <br />estimated by unit and lump-sum pricing techniques to <br />the appraisal level of detail. All other costs related <br />to construction such as land acqu,isition, relocation, <br />engineering, administrative, legal, water rights, <br />short-term borrowing during construction, bonding <br />advice etc. will' be individually estimated. <br /> <br />The annual cost to operate and maintain the facility <br />will be estimated. These costs will include, as a <br />minimum, operator(s) wages, repairs to equipment, <br />consultant fees, power, equipment manufacturers advice, <br />and other expected routine costs. Estimated costs for <br />replacing major items of equipment at various times <br />during the planning horizon will also be included. <br /> <br />b. Benefits will be estimated separately for each project <br />purpose. Project purposes to be evaluated are <br />irrigated agriculture, recreation, flood control, <br />hydroelectric power production, municipal and <br />industrial water supply and other minor uses as may be <br />established in Task 7. <br /> <br />Agricultural benefits will be estimated for both <br />surface and groundwater irrigation uses resulting from <br />an increased water supply in the project area. This <br />water may be used to provide supplemental irrigation <br />water to presently irrigated lands or to irrigate new <br />lands. <br /> <br />To estimate agricultural benefits, the Contractor will: <br /> <br />-12- <br />
