The potential beneficial uses of the project water will <br />be defined in conjunction with the work in Task 7. In <br />determining potential uses for the water developed by <br />the dam, either directly or through exchange, <br />consideration shall be given to uses located in any <br />portion of the South Platte Basin which lies below <br />Chatfield Dam. For this task, the emphasis will be on <br />the potential water rights exchanges which might be <br />implemented through the project. <br /> <br />Task 9 - Reservoir Operation Studies <br /> <br />The purpose of the reservoir operations studies is to <br />provide a rational basis for selecting an optimum project <br />configuration including reservoir size and operating guidelines. <br />Operating assumptions and alternatives to be evaluated will be <br />developed in consultation with the CWCB. This task will <br />incorporate much of the work described above and will include the <br />following: <br /> <br />a. The data compiled in Task 6 (reservoir design), Task 7 <br />(alternative uses) and Task 8 (water rights) will <br />culminate in month-by-month tabulations of potential <br />uses and available water. The month-by-month periods <br />to be selected will be dependent upon a judgemental <br />analysis of significant conditions. As a minimum, a <br />"normal" year of operation and a series of ncritical" <br />(dry) years wil~ be selected. These sequences may be <br />either historical or stochastically generated. <br /> <br />b. These normal and critical sequences will,be routed <br />through the Hardin Reservoir and to the points of use <br />in a corresponding month-by-month reservoir operation <br />study, for reservoirs of alternative sizes, to <br />determine the storage requirements for the assumed <br />uses. <br /> <br />By repeating this study for various assumptions of use, <br />an array of storage requirements for different assumed <br />uses will be developed. Superimposed on these storage <br />requirements will be requirements and limitations <br />assumed for flood control, hydropower and recreation <br />to obtain overall requirements and limitations on <br />storage. <br /> <br />Task 10 - Economic Analyses, <br /> <br />The purpose of the economic analyses is to compare <br />benefits resulting from the project with the estimated costs to <br />provide an indication of economic feasibility. Benefits and <br />costs will be evaluated for several alternative project sizes <br />with varying combinations of alternative uses for each project <br />size.
