v

....

"%.

.

2~

.

Estimates of required sediment storage will be prepared
based upon the sediment yield of the basin. Sediment
yield estimates for the Narrows site will be revised
and modified using recent sediment yield observations.
Sediment storage criteria will be reviewed with the
CWCB. Trap efficiency of the reservoir and sediment
distribution in the reservoir will be estimated using
standard procedures.

c. The available water yield will be dependent on a number
of factors, including:

(a) The reservoir si~e,

(b) Historic water flow characteristics as modified
by present usage,

(c) Senior conditional water rights not yet perfected,

(d) The requirements for deliveries to Nebraska under
the existing compact,

(e) The location and pattern of potential additional
irrigation uses,

These factors will be analyzed by a reservoir operation
study covering a historical or synthesized sequence of
streamflows sel~cted as typical or critical. This
study would indicate the month-by-month amounts of "new
watern (water stored and released to the credit of the
Hardin project) that would be available. The work to
be performed for the reservoir operation studies is
described in Task 9 below.

Task 7 - Analyses of Alternative Uses

The alternative uses of reservoir storage capacity will
include flood control, irrigation, municipal and industrial
uses, hydroelectric power generation and recreation. The
following work will be accomplished for each of these uses in
conjunct,ion with Task 6, above:

a. An analysis will be made of the desirability, benefits,
and cost of using the reservoir to provide downstream
flood protection. This will be accomplished by rela-
ting downstream river stages to the estimated flood
damages at those levels. For this purpose, the
Contractor will develop a series of the annual, lO-year
and lOO-year flood hydrographs for the Hardin Dam site.

To conduct flood routing studies for the Hardin Dam,
the Contractor will follow the procedures used by the
U.S. Army Corps of Engineers for the Narrows site.
using their data and studies to the maximum extent

-7-
