The <br />corresponding downstream stages will be established <br />using the Corps data supplemented when necessary, by <br />published Flood Plain Information reports and Flood <br />Insurance Studies. An appropriate computer program <br />will be used in consultation with the CWeB to develop <br />flood stages that cannot be extracted, from the <br />above-mentioned reports and studies. These stages and <br />floodplain maps will be used to establish stage-damage <br />curve relationships for economic evaluation. <br /> <br />b. Analysis of potential irrigation uses will be closely <br />related to water rights considerations and the yield of <br />the reservoir. Potential new irrigation use& will be <br />established in consultation with the CWCR after <br />determining historical flow modified by the current <br />level of use, considering water rights and the storage <br />capacity of Hardin reservoir. <br /> <br />Studies completed by the U.S. Bureau of ~eclamation and <br />others will be reviewed, updated and used to the extent <br />possible. These studies and reviews will include <br />evaluation of the cropping patterns, irrigation water <br />requirements and conveyance losses applicable to the <br />proposed Hardin Dam Project. The Contractor will <br />analyze irrigation water requirements up to the point <br />of delivery or diversion to the existing or proposed <br />ditches. <br /> <br />The proposed analysis of water requirements will <br />include current and prospective municipal and indus- <br />trial water supply as well. The timing, amount, and <br />value of water for these purposes will be estimated <br />based on available information for existing uses, water <br />rights and future demands. This will involve close <br />coordination with the Northern COlorado, Central <br />Colorado and the LOwer South Platte Conservancy <br />Districts, other major water users and the CWCB. <br /> <br />In addition, the Contractor will analyze and determine <br />the potential use of surface water stored in Hardin <br />reservoir for groundwater augmentation through water <br />rights exchanges and by artificial recharge of alluvial <br />aquifers. Such analyses will be performed in <br />consultation with ewCB'staff. <br /> <br />,c. The potential for hydroelectric power prOduction at <br />the Hardin Dam site will have to be consistent with the <br />irrigation demand and required downstream releases. <br />The Contractor will perform a reservoir system analysis <br />to optimize the generation of hydropower for alter- <br />native reservoir sizes.
