'~.

....

"

.

.

Trade-offs between additional surcharge storage for a
portion of the design flood and spillway capacity will
be the subject of an economic analysis to determine a
least-cost solution for dam and spillway design. The
potential use of supplemental fuse-plug spillways will
be included if suitable sites are available.

e. preliminary cost estimates will be prepared for the
various alternative earth embankment types and
alignments of dams, including spillway and other
features, to allow a selection of type and alignment of
the dam. More detailed appraisal-level estimates would
then be made for the selected type and alignment for
alternative heights of dam. The cost estimates would
be based on quantity takeoffs and 'application of unit
costs for the major project features, with lesser
project features being based on lump-sum estimates.
Land acquisition costs and costs of relocating existing
facilities will be developed.

Task 6 - Preliminary Reservoir Design,

The general approach to be used in the reservoir design
is to generate alternative assumptions regarding flood control
and other reservoir uses, to develop the necessary data on
available water yield and the physical characteristics of the
reservoir site and then to simulate reservoir operations over a
selected period of record to estimate the manner in which assumed
uses will be served. The objective of this task is to optimize
reservoir operation in order to maximize use of estimated
available water yield. This work will progress concurrently with'
the work in Task 5 to facilitate a determination of design
parameters for the dam and the reservoir.

This task will include the following:

a. The alternative uses of reservoir capacity to be
investigated include irrigation, municipal and
industrial water supply, flood control, hydropower
generation, recreation and possibly other minor uses.
The work to be performed in the analysis of alternative
water uses is described in Task 7, below.

b. The physical characteristics of the reservoir site to
include area-capacity data and required sediment
storage will be investigated. Area-capacity curves
will be prepared using existing data insofar as
possible.

-6-
