<br />vi <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PRELIMINARY RESERVOIR DESIGN <br /> <br />Two reservoir sizes were established reflecting a project with a flood <br /> <br /> <br />control function and a project without a flood control function. Both pro- <br /> <br /> <br />jects would have identical amounts of dead, inactive and active storage up <br /> <br /> <br />to elevation 4566.5 which reflects a total volume of 483,000 ac-ft of storage. <br /> <br />The 483,000 ac-ft includes 26,000 ac-ft of inactive storage, 57,000 ac-ft <br /> <br /> <br />which could be transferred from Empire Reservoir and Riverside Reservoir to <br /> <br /> <br />Hardin as well as 400,000 ac-ft of new conllervation storage. <br /> <br />For the project with a flood control function, a 200,000 ac-ft storage <br /> <br /> <br />zone would be placed on top of the active lltorage zone for flood storage up to <br /> <br /> <br />elevation 4577.5 where the crest of the principal spillway is located. Sur- <br /> <br /> <br />charge storage up to elevation 4606.5 is required to pass the inflow design <br /> <br /> <br />flood reflecting a total storage volume of 1,491,500 ac-ft. For the project <br /> <br /> <br />without flood control, the principal spillway crest would be located at <br /> <br /> <br />elevation 4566.5, above which the surcharge storage is provided up to eleva- <br /> <br /> <br />tion of 4600.5 reflecting a total storage volume of 1,268,000 ac-ft. <br /> <br />The major cost impacts on the reservoir would be railroad relocation/ <br /> <br /> <br />reconstruction followed by U.S. Highway 34 relocation/reconstruction. The <br /> <br /> <br />Monfort feedlots would continue at the present location, protected by a <br /> <br /> <br />levee for very infrequent high reservoir water levels. The town of Kersey <br /> <br /> <br />would remain unaffected since the maximum water level is lower than the <br /> <br />town. <br /> <br />SCHEDULE <br /> <br /> <br />A project on-line date of early 1993 would be feasible if a decision <br /> <br /> <br />were made by mid-1983 to continue detailed studies. A potential schedule of <br /> <br /> <br />activities for planning, design and construction was developed starting in <br /> <br /> <br />mid-1983 and ending with a projected on-line date of early 1993. <br />
