<br />. <br /> <br />. <br /> <br />of regular employees, excluding officials, and the value of equipment of <br /> <br />the Contractor for use in the prosecution of the work, as approved by the <br /> <br />Contracting Officer. All costs and expenses of the work program, whether <br /> <br />incurred prior to or after execution of this contract, shall be limited to <br /> <br />such as are reasonably incurred in the exercise of sound engineering, con- <br /> <br />struction, and business practices and are chargeable or allocable to the work <br /> <br />program. <br /> <br />(d) Immediately upon receipt of' each advance of funds from the <br /> <br /> <br />United States, the Contractor shall deposit the amount advanced in a separate, <br /> <br /> <br />special account in a bank that is a member of the Federal Reserve System or, <br /> <br />if approved by the Contracting Officer, in any special fiduciary account in the <br /> <br />manner provided by laws of the State of Colorado. Thereafter the Contractor <br /> <br />may draw upon said special account from time to time to finance the perform- <br /> <br /> <br />ance of the work as provided in subdivision (a) of this article. Interest <br /> <br /> <br />credited by the depository bank on funds advanced shall be,considered as <br /> <br /> <br />advances by the United States. In the event the funds advanced by the United <br /> <br />States are expended before the end of the quarter, additional funds may be, <br /> <br />made available by the Contracting Officer. <br /> <br />(e) Each time the Contractor has used funds advanced pursuant to this <br /> <br />contract for purposes other than authorized, as determined by the Contracting <br /> <br />Officer, the Contractor shall reimburse the loan fund account in the amount <br /> <br />of funds so misused. In addition, the Contracting Officer may assess a penalty <br /> <br />of $100, or 10 percent of the amount of misused funds, whichever is greater, <br /> <br />and the Contractor shall, within 30 days from the date of notice of such <br /> <br />penalty, pay the amount thereof. <br /> <br />PROGRESS REPORTS, DRAWINGS, INSPECTION, AND SERVICES <br />5.
