. . 'ADVANCES BY THE UNITED STATES 4. (~) The sum of the following items shall not exceed, in aggregate, the amount of $5,640,000. (1) All advances made by the United States; (2) Interest earned on advances; (3) Other income earned from advances; and (4) Costs of the United States described in Article 6. (b) Upon approval by the Contracting Officer of the master work schedule and the detailed work schedule for the initial quarter or any subse- quent quarter, the United States will advance to the Contractor no later than the first day of each quarter the sums of money shown as the quarterly'require- ment on the approved detailed work schedules, less any estimated balance of funds available therefor from prior advances. In the event that funds advanced by the United States are expended prior to the end of the initial quarter,or any subsequent quarter, additional sums may be advanced on the basis of a supplemental detailed work schedule approved in like manner as the first. Each quarterly or other advance of funds subsequent to the jnitial advance shall be dependent upon the performance by the Contractor, in a manner satisfactory to the Contracting Officer, of any prior work, but such advance shall not commit the Contracting Officer to approval of performance of such prior work. The Contracting Officer, at his election, may withhold any advance of funds con- templated hereunder at any time when, in his opinion, the Contractor is in default or delinquent with respect to performance of any of the terms or con- ditions of this contract. (c) The funds advanced hereunder by the United States shall be used only for costs and expenses incurred by the Contractor for the performance of approved detailed work schedules.
