<br />( <br /> <br />. <br /> <br />. <br /> <br />first detailed work schedule shall be to the Contracting Officer for the <br /> <br />period fro~ the initiation of the work program to the end of the initial <br /> <br />quarter. Submittal of subsequent detailed work schedules shall be made to <br /> <br />the Contracting Officer not less than 15 days prior to the beginning of the <br /> <br />quarter covered by each schedule. The detailed work schedule for each <br /> <br />quarter may include in the estimated costs the sums required for the prepara- <br /> <br />tion of designs and specifications, engineers' estimates, and other precon- <br /> <br />, struction activities required to initiate the stage of construction. involved. <br /> <br /> <br />(b) Engineering plans, designs, and specifications required for <br /> <br /> <br />work to be performed ,in any quarter shall be submitted to the Contracting <br /> <br /> <br />Officer notwithstanding any other provision of this article, sufficiently in <br /> <br />advance of the proposed construction date to permit his review and shall con- <br /> <br />tain sufficient detail to permit an engineering analysis of structures and to <br /> <br />clearly establish proposed standards of construction thereof. For purposes of <br /> <br />this contract, the Contracting Officer shall be the judge of the adequacy of <br /> <br />such plans and specifications insofar as necessary to determine that they are <br /> <br />in accord with sound engineering practices and adequate to protect the inter- <br /> <br />ests of the United States. No construction contract shall be awarded or con- <br /> <br />struction initiated by the Contractor until plans and specifications for such <br /> <br />work have been approved by the Contracting Officer. The Contracting Officer <br /> <br />shall use due diligence in processing plans, designs, and specifications sub- <br /> <br />mitted by the Contractor and his approval, disapproval, or indicated modifica- <br /> <br />,tion thereof shall be transmitted to the Contractor in writing. <br /> <br />(c) Any work schedule or set of engineering plans, designs, and <br /> <br />specifications can only be modified, added to, or deleted after approval by <br /> <br />the Contracting Officer of such modification, addition, or deletion, and <br /> <br />upon his determination that the same is made in a timely manner with respect <br /> <br />to the schedule affected. <br /> <br />6 <br /> <br />Article 3 <br />
