<br />. <br /> <br />. <br /> <br />Exhibit I - Scope of Services <br />Metropolitan Water Supply Investigation <br /> <br />November 17, 1993 <br />Page 19 <br /> <br />Technical memoranda developed as deliverables for specific tasks will be written in a <br />manner that facilitates their being used as part of the Project report and minimizes duplicative <br />report writing efforts, <br /> <br />Unless otherwise directed by the State, the Contractors will deliver all work products to <br />the State's Project Management Team for internal review prior to distribution to the TAC. <br /> <br />Work Plan <br /> <br />The work plan for this project is presented below. This work plan anticipates four <br />Proiect focus areas, each consisting of related tasks: Scoping, Information Development, <br />Modeling, and Opportunities Evaluation, <br /> <br />It is anticipated that this work plan will be revised during the conduct of this Project <br />based on the results of the Scoping and Information Development phases of the Project. Each <br />task memorandum will be prepared in draft form for review by the State Team prior to <br />distribution to the Technical Advisory Committee and finalization, <br /> <br />Assemble Technical Advisory Committee <br /> <br />Purpose <br /> <br />The T AC would bring together people with technical knowledge of the relevant existing <br />water supply systems to facilitate the cooperative and collaborative aspects of the Project, It <br />would provide access to sources of expertise, and ideas and opinions from its members would <br />be used to help guide the Project's direction and progress. In addition, the members of the <br />TAC will provide the primary communication mechanism between the MWSI Project and the <br />Front Range Water Forum, <br /> <br />Methodology and Evaluation Techniques <br /> <br />The State and the Front Range Water Forum would be responsible for TAC selection, <br />with input from the Project team as requested. T AC should include key parties and interests <br />that must be involved in the study process by virtue of their areas of expertise and their <br />importance to system integration possibilities, Likely T AC member organizations include: <br />Denver Water, Aurora, Arvada, Thornton, Westminster, Arapahoe County Utility Advisory <br />Board, the Douglas County Water Resource Authority, the Northern Colorado Water <br />Conservancy District, the Colorado River Water Conservation District, the Barr Lake <br />Companies, the environmental and agricultural communities, and the Metro Denver <br />Wastewater Reclamation District. <br /> <br />Throughout the course of the MWSl Project it will be necessary for the project manager <br />or designated members of the study team to consult directly with a representative of the TAC <br />regarding technical and procedural issues and questions, We would therefore suggest that the <br />T AC designate a chairperson to serve as a contact person for the consulting team. <br /> <br />We recommend that, as one of its first tasks, the TAC develop groundrules establishing <br />channels for communication between interested parties and the consulting team, rules for <br />conducting meetings and mechanisms for dispute resolution, Groundrules should also establish <br />guidelines for dissemination of information to the public and the news media regarding the <br />status and progress of the study. <br />
