<br />. <br /> <br />. <br /> <br />Exhibit I - Scope of Services <br />Metropolitan Water Supply Investigation <br /> <br />November 17, 1993 <br />Page 20 <br /> <br />Linkages With Othef Tasks <br /> <br />TAC will be involved in an oversight and review capacity throughout all aspects of the <br />investigations and thus will have input to all of the other tasks. <br /> <br />Likely Sources of Information To Be Used <br /> <br />The primary source of information for this task will be Governor Romer's Executive <br />Order creating the Front Range Water Forum. <br /> <br />Anticipated Problems <br /> <br />Because of the large number of interests associated with water supply planning, it would <br />not be surprising if there are many request to expand the size of the T AC to include additional <br />representatives. We believe that the TAC, as constituted in the Draft Executive Order, <br />provides a sufficiently broad base of representation while maintaining a manageable number of <br />representatives, Expansion of the size of the TAC will tend to increase management problems <br />and diminish its effectiveness as a working group. <br /> <br />It should be recognized that historically, many of the interested parties to be involved in <br />the T AC have had competitive and adversarial relationships. These parties must be assured <br />that information sharing through the course of these investigations will not be used for <br />purposes outside the context of the MWSI Project. <br /> <br />The size of the TAC and its diversity of interests will provide a wealth of knowledge, <br />experience and ideas to the MWSI process, However, without well structured and effectively <br />implemented procedures for addressing complex and possibly controversial technical <br />assumptions and issues, decision making will be difficult, if not impossible, While it is <br />desirable to achieve consensus, it may not always be possible, and decisions will have to be <br />made to avoid costly delays. Development and implementation of T AC groundrules should <br />serve to minimize decision making process related problems. <br /> <br />Deliverables <br /> <br />This task would result in the development of a T AC roster and an initial T AC <br />organization meeting to adopt operational ground rules. <br /> <br />Cost <br /> <br />The estimated budget for involvement of the Contractor in this task is up to $502. <br /> <br />Conduct Initial Scoping Meetings <br /> <br />PUfpose <br /> <br />The goals of this task are to: I) better define specific water supply options to be studied, <br />2) identify the technical issues the Project team should be prepared to address, 3) identify <br />sources of available data and modeling capabilities that wou,J be useful and available for the <br />Project, 4) initially identify data gaps related to the proposed investigations, and 5) define the <br />public policy and technical criteria to be used to evaluate the beneficial or adverse impacts of <br />water supply opportunities and 6) begin building good working relationships with T AC <br />members and other interested parties, <br />
