<br />. <br /> <br />. <br /> <br />Background: <br /> <br />Transbasin diversions represent a major inflow component of the South Platte River. Transbasin <br />diversion records are required in the development of baseflows for the surface water modeling <br />effort. Transbasin diversion records are maintained by DWR and also independently by <br />owners/operators of the diversions. During CRDSS and RGDSS, several conflicting estimates of <br />trans basin diversion were noted, for instance diversions through Roberts Tunnel are measured at <br />both the inlet and outlet and differences occur due to seepage and measurement inaccuracies. <br /> <br />Objective: <br /> <br />Collect transbasin diversion records for the 19 transbasin diversions in the SPDSS study area <br />from available sources. Identify, document, and resolve conflicting diversion records. Fill <br />missing values as required. <br /> <br />Approach: <br /> <br />4.1 Collect transbasin diversion records for the 19 transbasin diversions from DNR (stored in <br />HydroBase, digitized from paper records, reported in compact reports), from project <br />owner/operators (USBR, NCWCD, Denver Water, Aurora, etc.), and from USGS gages. <br />Compare records from various sources and identify conflicts. Initiate discussions with <br />DNR personnel and project owners to determine the potential cause of discrepancies. As <br />presented in Exhibit D, Task Compensation, it is anticipated that this will requires six (6) <br />half-day meetings plus coordination via email and phone. Determine the most reliable <br />estimates and fill any missing data using the techniques adopted for CRDSS and RGDSS. <br /> <br />Deliverables: <br /> <br />4.1 A technical memorandum describing the transbasin diversion collection and filling <br />process. The memorandum will include a table of transbasin diversions, source <br />recommended for use, percent complete, and method used for filling. The memorandum <br />will also include maps showing the location of transbasin diversions. The memorandum <br />will identify the recommended source for future data collection, including contact <br />information. <br /> <br />Tasks 5 and 19 - Identify Key Storage Element, Fill Missing Records and Document <br />Storage, Transbasin, and Key Diversion Structure Operations <br /> <br />Background: <br /> <br />Consumptive use and surface water modeling efforts require an understanding of the interaction <br />between basin of origin direct flow diversions, transbasin diversions, ground water pumping, and <br />water from reservoir storage. Key diversion structures will be determined in Task 3. Transbasin <br />diversion structures will be identified in Task 4. In general, diversion structures receiving water <br />from storage will be considered key, therefore, this task will be completed in conjunction with <br />Task 3. <br /> <br />Operating memoranda were developed in support of Denver Water's P ACSIM modeling efforts. <br />These memorandums cover diversion and storage operations affecting Denver Water's operations <br /> <br />SPDSS Consumptive Use and Water Budget Component <br /> <br />15 <br />
