For purposes of budgeting, it is estimated that these memoranda will be available for <br />review by the State. <br /> <br />Objective: <br /> <br />Identify key storage facilities and develop and document an understanding of the operations of <br />key water use facilities in the basin in order to facilitate consumptive use modeling and to <br />support selected data needs for modeling being done by other contractors. This understanding <br />will be developed through interviews of DWR personnel, operators of large canal and reservoir <br />systems, and representatives of federal facilities. Through interviews with reservoir owners and <br />operators, collect historic content data, evaporation data, and information regarding reservoir <br />accounts, dead storage, and release rates. Fill missing reservoir end-of-month contents using <br />techniques developed for CRDSS and RGDSS. <br /> <br />Approach: <br /> <br />5.1 Identify and fill storage records for key reservoirs. Key reservoirs were identified during <br />the feasibility study as reservoirs with greater than 10,000 acre-feet decreed storage <br />rights. The 59 key storage reservoirs represent 85 percent of the storage in the North <br />Platte, Laramie, and South Platte river basins. Collect storage data from the reservoir <br />owners and operators. Identify, document, and resolve conflicting storage records. Fill <br />data using applicable techniques developed in previous CDSS efforts. <br /> <br />5.2 Based on existing information and knowledge gained during the SPDSS Feasiblity Study <br />and during Tasks I through Task 4, outline interview topic areas and questions. Select <br />entities to interview and establish interview schedules. Contact other SPDSS consultants <br />by phone to learn their projected information needs from the selected interviewees and <br />incorporate those needs into interview outlines where possible. Develop standard format <br />for operating memoranda. <br /> <br />5.3 Develop understanding of operations for approximately 163 ofthe estimated 319 key <br />diversion structures identified in Task 3. Note that an understanding of operations for <br />many of the key structures that irrigate with direct diversion rights only will be included <br />in the water district summaries developed in Task 3. It is estimated that approximately 50 <br />key diversion structures (out of the 163 recommended in the Feasibility Study) will <br />require interviews with ditch owners and water users to understand operations. As <br />reflected in Exhibit D, Task Compensation, it is anticipated that 20 interviews will be in <br />person and 30 will be by phone. <br /> <br />5.4 Develop understanding of operations for the 19 transbasin diversions identified in Task 4. <br />Several of the transbasin diversions are operated by a single owner, therefore it is <br />estimated that approximately 15 interviews with owners and operators will be required. <br />As reflected in Exhibit D, Task Compensation, these interviews will be held in person. <br /> <br />5.5 Develop understanding of operations for the 59 key storage reservoirs identified in Task <br />5.1.
