<br />. <br /> <br />. <br /> <br />recommendation (SPDSS Feasibility Study, October 2001) for each water district. <br />The purpose of ranking by water district allows recognition that structures on <br />tributaries may have smaller total water rights but are key in administration. <br /> <br />Review average annual diversion data for structures during three average hydrologic <br />years, one year each during the 1950s, the 1970s, and the 1990s. Add structures to the <br />key list that diverted an average of 2,000 acre-feet per year on the main stem, as <br />recommended in the SPDSS Feasibility Study, during any of the representative years. <br />The diversion cutoff will vary by water district (tributary). It is anticipated that this <br />approach will allow the inclusion of larger diversion structures having active water <br />rights during the earlier years of the study that were subsequently transferred to other <br />ditches or other uses. Note that these structures will not show up in the net absolute <br />water rights ranking because only current net existing water rights are presented in <br />this report. <br /> <br />Review readily available straight-line diagrams and include additional structures as <br />appropriate, based on water rights and location. LRE has a relatively complete <br />collection of straight-line diagrams in their library that may provide information on <br />structures that, historically, were important in administration. In addition, LRE has <br />digitized historic and estimated call data for the main stem South Platte River <br />beginning in 1950. This data will be reviewed and structures with historic calling <br />rights will be included as key. <br /> <br />Interview water commissioners, division engineers, and irrigation and conservancy <br />district managers to determine additional structures that should be considered key <br />based on seniority, water administration, or basin operations (including structures <br />with supplemental reservoir water). It is anticipated that approximately 10 interviews <br />will be held in person and 10 interviews will be held by phone. A list of questions <br />and a map of the water district will be forwarded to each person interviewed prior to <br />discussions. Questions specific to the consumptive use efforts will be included. <br />When possible, service area and headgate location information will be collected for <br />the GIS Contractor. Note that these meetings are not intended to replace the rigorous <br />user interviews required to develop specific memorandums for the Surface and <br />Ground Water Models. However, information obtained will be documented for use in <br />subsequent modeling efforts, similar to the Water District comments provided in <br />Appendix C of the CROSS Water Resources Planning Model documentation for each <br />western slope basin. <br /> <br />Deliverables: <br /> <br />3.1 A technical memorandum describing the key structure selection process. The <br />memorandum will include a table of selected key structures, their total absolute water <br />rights, and a description of why they were selected as key.
