Project location (include county): 2.2 miles of the <br />Elmwood Lateral Ditch beginning near 1340 17 1/2 Road, <br />section 5, T. IS., R. 1W., ute Principal Meridian, <br />Mesa County, Colorado. (See attached map.) <br /> <br />5. Please provide a brief narrative description of the <br />proposed project including purpose, need, facilities, <br />types of water uses to be served and service area: <br /> <br />The Elmwood Lateral Ditch Company was incorporated on <br />April 9, 1963, to supply irrigation water to users for <br />approximately 473 acres of land. In 1971, dirt ditches were <br />lined in an cooperative agreement with ASCS. This system <br />operated virtually maintenance free, except for weed <br />clearance along the edges of the ditch, for 18 years. In <br />1989, sections of pipe, between the headgate and L Road (200 <br />feet) completely collapsed interrupting the flow of water to <br />the irrigators. This section was replaced by a joint cost- <br />sharing project with the ASCS. For the last 8 to 10 years <br />the concrete portion of the ditch has been rapidly <br />deteriorating and piece-meal repairs have been made by the <br />shareholders, who have borne the entire cost of these <br />repairs. <br /> <br />For the past 5 years, major portions of the ditch have <br />collapsed, necessitating costly repairs and interruption of <br />water supply while these repairs were being made. In <br />addition, trash in the GVIC main line canal has collected in <br />the headgate causing flow fluctuations to users, which <br />results in insufficient irrigation practices and increased <br />salinity in the waste water. The project, as designed by ASCS <br />is a salinity Grand Valley project. For this reason, <br />a trash cleaner needs to be installed at the headgate. <br />Also, a more efficent waste water collection system is <br />needed, since the waste water will not be able to be re- <br />introduced into the system, as is possible with an open <br />ditch. <br /> <br />A-3 <br />
