The President shall appoint up to four officers or members of the Soard of Directors of the District to serve on the Finance Committee. In addition, the President shall be an ex-officio member of the Finance Committee, and shall have equal standing and authority with the appointed members of the Commi ttee. The President may, from time to time, appoint other special committees, in addition~ to the committees l5iet forth in Sections 3 through 8, above, to assist in the supervision, management, and control of the affairs of the District.
