In this task, Boyle and the State will work together to define <br />the audience, scope, and level of detail for the documentation. The task will require <br />efficient interaction and input from the State, through the following process: <br /> <br />1. Boyle will develop a proposed outline of the documentation and submit it to the <br />State and other participants designated by the State. A cover letter will stimulate <br />participants' review of the outline by listing key questions related to the purpose <br />and audience for the documentation, and summarizing the UCD <br />recommendations. <br /> <br />2. Participants will respond to Boyle's submittal in writing. Boyle will review the <br />responses in order to identify areas of both consensus and disagreement. <br /> <br />3. Boyle will lead a half-day workshop during which they summarize the input <br />gathered in the preceding step, and help the group resolve areas of conflict. <br />Ultimately, it will be up to the State to clarify to Boyle how problematic areas <br />should be handled in the documentation, within parameters of Boyle's contracted <br />schedule and budget. <br /> <br />4. Based on workshop conclusions, Boyle will develop and deliver a documentation <br />template, consisting of a detailed outline for the manual and format <br />specifications. <br /> <br />Deliverables: <br />. Final manual outline and format specifications <br /> <br />Tasks 2 through 6 <br /> <br />The following task scopes may be modified as a result of Task 1, subject to budget and <br />schedule limitations of the overall contract. It is currently anticipated that the effort can <br />be organized into five additional writing tasks. The State will provide Boyle with the <br />monthly and daily model input data sets as well as any documentation of the variable <br />efficiency and Wyoming modifications that have been made. <br /> <br />Task 2 - Develop context sections <br /> <br />At this point, the documentation is expected to include two sections to provide the user <br />with more context for using the Yampa water resources planning model. The first is an <br />upgrade of the current Section 2.0 Introduction. The second is a large section <br />describing the modeling approach. It would include subsections that describe water <br />allocation modeling in general, aggregation of agricultural use, M&I use, and storage <br />use, return flows, operating rules, baseflow generation techniques, and demand <br />modeling. <br /> <br />Exhibits_new <br /> <br />3/5/2003 <br />
