CDSS Yampa River Documentation & Modeling Update
Scope of Work and Schedule

Part I Documentation

Documentation for the State's Colorado Decision Support System (CDSS) planning
models is in need of updating. The models have evolved in several phases over
approximately eight years. Within each phase, model development for that phase was
documented and new sections were added to each basin model's "Final Report" and
"Appendices". The resulting documents do an excellent job of recording development
history and progress of the projects. However, they do not function well as references
for today's versions of the models.

This opinion was confirmed by usability tests conducted at the University of Colorado at
Denver (UCD) earlier this year. The study tested volunteer subjects' ability to identify
sections of the report relevant to hypothetical study questions, based on table of
contents in the San Juan River Basin Water Resources Planning Model Final Report.
From the test results and based on their own experience with the report, the authors
offered recommendations for modifying structure, organization, and heading content in
future CDSS documents.

In addition to structural and organizational improvements, the Yampa River model
documentation needs to be updated to reflect the State's most recent modifications to
the model. These include use of variable efficiency for irrigation structures, and
incorporation of new information on Wyoming's depletions in the Little Snake River
basin.

Thus the objectives of this scope of work are to:
1. redefine the scope of the Yampa River model documentation and reorganize it to
address usability issues that have been identified internally as well as by the
UCD study;
2. produce a documentation outline and formatting guidelines ("the template")
applicable to other CDSS model documents;
3. create new documentation of the current Yampa River monthly and daily models
that reflects current content of the model.

Task 1 - Develop documentation template

This task will produce an outline for future CDSS Water Resources Planning Model
reference manuals. The success of the overall effort depends on clearly identifying the
purpose' and need for the documentation ahead of time, and adhering to that vision
