<br />. <br /> <br />. <br /> <br />RIO GRANDE WATER SUPPLY STUDY - PHASE I - STEP TWO <br />PLAN OF STUDY <br /> <br />Introduction <br /> <br />A study of the physical and legal monthly water availability <br />(storable flow) at four potential storage sites in the Rio Grande <br />Basin in Colorado was initiated in early 1987 by Leonard Rice <br />Consulting Water Engineers, Inco (LRCWE) based on a plan of Study <br />(POS) dated November 12, 19860 Sponsors of this study were the <br />San Luis valley Water Conservation District (SLVWCD) and the <br />Col'orado Water Conservation Board (CWCB). For a variety of <br />reasons, the analyses undertaken were based on simplified <br />assumptions and analytical techniques 0 <br /> <br />As the analyses progressed, it became apparent more detailed <br />analyses would be needed in order to produce a more accurate, <br />complete and useful study. Therefore, study activities under the <br />November 12, 1986 POS were curtailed prior to final report <br />preparation and used in the formulation of this plan of Study for <br />additional analyses 0 Activities in the November 12, 1986 POS <br />have been designated as Step One of Phase I and the proposed Plan <br />of Study presented herein is referred to as Step Two of phase I. <br /> <br />The SVWCD and CWCB will continue their sponsorship of Step Two of <br />the study. <br /> <br />Obj ecti ves <br /> <br />Step Two of Rio Grande Water Supply Study - Phase I shares the <br />primary Step One objective, to define the legally and physically <br />available flow at four potential storage sites in the Rio Grande <br />Basin. An additional objective of Step Two of the study is to <br />encourage study input by water users in the Basin such that the <br />study process and results adequately incorporate available <br />expertise and judgement. <br /> <br />study Organization and Management <br /> <br />LRCWE will be responsible for conducting the study as outlined in <br />this POS 0 The LRCWE proj ect Manger for Step One of the Study <br />will continue his role for Step Two and be responsible for the <br />day to day management of technical functions, progress <br />assessment, coordination of activities, budaet control and <br />interacting with other study team members~ and advisors. <br />Assisting LRCWE in legal aspects of the study will be Geddes and <br />MaCDougall (MacDougall). <br /> <br />June 17, 1988 <br /> <br />1 <br /> <br />~ Leonard Rice Consulting Water Engineers,lnc <br />
