.

CHAPTER IV

GRAVITY PIPELINE PLAN

Irrigation

Irrigation benefits are estimated at $310,200 annually, including
$254,500 in direct benefits and $55,700 in indirect and public benefits.
The benefits were based on the values discussed in Chapter III, with ad-
justments made to reflect the gradual shift of the project water supply
from irrigation to outdoor residential use.

Outdoor Residential Use

Benefits from outdoor residential use are estimated at an average
of $860,200 annually, based on the cost of the cheapest single-purpose
alternative means of development. The alternative considered was based
on purchase of water from Ruedi Reservoir at $lO an acre-foot, with the
water pumped from the Roaring Fork River and delivered through a Landis
Canal and laterals. The pumping plant would be located on the Roaring
Fork River about 4 miles below Basalt and would lift water to the head
of the Landis Canal. An estimate was made of the cost of pumping the
full supply of 10,700 acre-feet annually, which is anticipated for out-
door residential use 20 years following project construction. This
amount was then adjusted to reflect smaller amounts of water that would
be used in early years of project operation. Derivation of the benefits
is shown below.

.

Investment
Construction costs (January 1973 prices)
Interest during construction (7 percent)
Total
Annual costs for lO,700 acre-feet of water
Investment (25-year period at 7 percent)
Operation, maintenance, and replacement costs
Power for pumping
Ruedi Reservoir storage charge
Total
Adjusted benefits for varying water supply

Summary of Benefits

$7,680,000
8l0,000
8,490,000

728,500
l25,300
256,200
l07,000
l,2l7,000
860,200

Total benefits for the gravity pipeline plan are estimated at an av-
erage of $2,406,900 annually over a 100-year period as shown in the fol-
lowing table. The estimates of benefits made in the preceding discussions
have been adjusted to reflect loss of lands to agricultural use as a re-
sult of construction of proj ect facilities.

.

38
