One of the more <br />significant costs associated with the enlargement or replacement of the Julesburg <br />dams will be those associated with providing wave protection for the embankment <br />fills. We propose to evaluate alternate methods of providing erosion protection to <br />the dams, including conventional rock riprap, so~ cement, concrete slabs, and other <br />methods whiCh may have merit. <br /> <br />7 Seeoaoe Evaluations. Review historic seepage measurement and piezometer <br />records for Julesburg Reservoir with the intent of. estimating the maximum safe <br />storage level with the current dam configurations, This evaluation will assist us in <br />detennining the storage reye/ above which major repairs and/or reconstruction of <br />the damlsl will become necessary. <br /> <br />8 Seeoaoe Control. Evaluate methods for seepage control for the existing dams <br />under potential elevated water reyer conditions, and for possible new dams at the <br />current or downstream locations. <br /> <br />9 Julesbure Reservoir Hvdrolornf and SDillwav Reauirements. Under an enlarged dam <br />condition, the existing spillway for Julesburg Reservoir may prove to be inadequate. <br />or may require raising/relocation. We propose to develop feasibility level flood <br />hydrology for the reservoir to evaluate reservoir freeboard, spillway size, and design <br />requirements. <br /> <br />10 <br /> <br />Wave Heieht, Run-uD and freeboard Reauirements. Due to the large fetch <br />(distance of open water for wave development) associated with Julesburg <br />Reservoir, and the potential for increasing the fetch by enlarging the dam, we <br />propose to evaluate the potential magnitude of wave run-up and resulting erosion <br />potential for the dams. Design of wave protection and reservoir freeboard are <br />dependent on the potential wave run.up in the reservoir. <br /> <br />11 Rehabilitation Alternative for Julesburo Reservoir No, 1 <br /> <br />A. Rehabilitation A1tematiye No.1: Monitoring. The first level of rehabifrtation <br />would be to regain historic storage by reduction or removal of the current <br />storage restriction impOsed by the Office of the State Engineer (SEOI. It is <br />our opinion that a limited storage volume could be regained by instituting <br />a diligent program to monitor seepage on Dam No.1 and perhaps Dam <br />No.4, and instituting a number of other relatively inexpensive repairs. We <br />propose to evaluate the potential gain in reservoir storage, and prepare <br />feasibility level cost estimates for the construction of the minor repairs and <br />implementation of a monitoring program. <br /> <br />PROPOSAl <br />PAGE 3 <br />
