.

.

~

Scone of Wod!
We propose the following 5eOpe of work for evaluating the feaSibility of enlarging
Julesburg ReselVoir.

e

1 Review Existino Data, Perform a review of the data generated from previous
engineering studies and investigations by Wheeler. Kumar. and Chen and
AssOCiates to confirm design parameters. construction materialS, and geolog-
iclgeotechnical conditions. Additionally, geologic maps and records for off.site
studieS.

2 Site Reconnaissance, Conduct site reconnaissance with two to three investigators
and Julesburg personnel to observe the site and dam conditions. the river cflVersion
structUre. the intake canal, Potential dam and reservoir sites. and visit possible
areas where construction bortow materials could be obtainecl.

3 Evaluate Rehabilitation/Reo1apement of the River Diversion Structure. Develop
conceptual design plans for the rehabilitation and/or replacement of the existing
river diversion structure, with consideration of the design and adequacy of other
similar diversion structures on the river, Prepare feasibility level cost estimates for
the construction of the repair~/replacement.

4

Evaluate Intake Canal. EValuate the intake canal to determine if it can be
economically raised and/or shlJrtened by rerouting the alignment with the objective
of realiling a net gain in the l:Iischarge elevation at the reservoir. If feasible. this
would lead to a higher allowable' maximum storage level. If such a relocation
appears feasible. prepare feaSibility level cost estimates for the construction of the
ditch modifications and imprOvements.

e

5 Reconnaissance Evaluation of Other Dam Sites, As a part of the overall investiga-
tion. we propose to evaluate the feasibility of other reselVoir sites under or i1bove
the existing Julesburg dellverv system. We anticipate that one or two sites would
be evaluated. Evaluations w\)uld include estimates of the potential wilter storage
capacity. requirements for water delivery systems (inlet and outlet), flood hydrology
(for spillway and freeboard sQing and design), review of available geologiC data to
analyze feasibility of foundation and embankment construetion, and preparation of
feilSibility level cost estimate~ for the constrUction of the dam(s) and appunenaot
structures.

1'II0POSAL
PAGE 2

e

-'-'--"-- ~-'- ._. ------_._-."- -.- . -
