Part 323.4(a)(3), The District confirmed this with the Omaha District, Army Corps <br />of Engineers, (See Appendix H ) <br />The District also believes that no Environmental Assessment (EA) or Environmental <br />Impact Statement (EIS) will be required for the construction of this project. <br /> <br />Financial Plan <br /> <br /> <br />Sources of financing for the project consist of a loan from the Colorado Water Conservation <br /> <br /> <br />Board ( CWCB ) in the amount of 75 per cent project cost, or $ 510,469,00 , The balance <br /> <br /> <br />will come from the project sponsor's, the District, cash reserves, The CWCB Loan <br /> <br /> <br />Application, the CWCB Memorandum of Loan Approval and the CWCB Approval Letter <br />are found in Appendix D, <br /> <br />The financial condition of the District is solid at the present time, The District has an <br />obligation to repay a loan through the CWCB for the rehabilitation of the outlet works ofthe <br />Julesburg Reservoir. This loan should be payed off in 2036. In addition the District has <br />no other obligations except current operating expenses and is not in default on any of its <br />current obligations, The District Financial Statements for 1996 and 1997 are found in <br />Appendix E. <br /> <br />9 <br />
