.

.

Task 96 - Develop a Linked GIS Network of Surface Water Hydrology, Structures and
Water Distribution System

Objective:

Develop a linked GIS network of surface water features to support data queries and modeling in
SPDSS using HydroBase, GIS and other CDSS tools.

Background:

HydroBase stores a network of stream information in tables including attributes on water sources
such as streams, lakes, and wells. CDSS tools such as State View use this information to display
the water source associated with water rights, location of calls, and information about streams in
water information sheets. However, the stream network currently used is incomplete, is not
linked and does not match with HydroBase attributes. Thus, there is limited capacity for visual
display and verification of the data by existing CDSS tools.

In this task the hydrography data available from existing sources (USGS-NHD or the CDoW)
will be used as a base in the SPDSS. These data will be modified so that features will
correspond to attributes commonly used throughout HydroBase and usable directly in State View
for display and queries, in StateDMI for model network generation, and in StateMod Gill for
river displays. Although the product developed under this task will focus on the SPDSS study
area, the procedure will be applicable to other CDSS geographic areas and data.

This task is expected to compliment Task 124 of the Systems Integration contract, which will
enhance attribute tables in HydroBase to allow better use of spatial data in CDSS.

Approach:

96.1 Evaluate Hydrography Data Layers. Evaluate hydrography data layers available from the
USGS and CDoW. Select and obtain appropriate data for developing a hydrographic network
for use in SPDSS. Load the data into HydroBase.

96.2 Develop Data Deriving Procedure. Develop a procedure for deriving a linked SPDSS river
layer from the hydrography layer using attribute data from HydroBase. Document the
procedure in a memorandum for review by the State. Finalize the memorandum based on
State comments.

96.3 Create Linked River Network Layer. Create a linked river network layer using the
proposed procedure. Prepare and package the data layer as a standard GIS product for use in
CDSS software and in SPDSS applications.

Deliverables:

96.1 A memorandum describing the approach for creating a linked river network layer from a
hydrographic data source and HydroBase for use in the CDSS.

96.2 A linked river network layer for the SPDSS study area created from a hydrographic data
source with features corresponding directly with HydroBase attributes.

Page 18 of 26 Pages
