.

C!l1lPI'ER II

COMPREHENSIVE PLAN

Artesia Reservoir at an offstream site in a small. drainage just south of
Artesia, Colo., and then distributed as needed by the Artesia Canal divert-
o ins at the reservoir outlet. The Sunbeam Canal would branch from Deadman
Bench Canal at the end of Juniper Canyon about 2 miles below Juniper Dam
and would cross the Yampa River by siphon to serve lands along the north
side of the river. The Pinyon Canal would branch from Deadman Bench Canal
near the outlet portal of the tunnel to the White River drainage near Elk
Springs and would extend east to serve lands situated along the west side
of Pinyon Ridge. Water from Artesia Reservoir would be conveyed westward
by the Artesia Canal and laterals to serve lands lying generally north of
Deadman Bench and northwest from the reservoir.

Lands below Deadman Bench would not receive water directly from the
Yampa River but would be served by return flows from the bench intercepted
by'the Wonsits Canal and by diversions from the White River conveyed by the
Savannah Butte Canal. The Wonsits Canal' would extend westerly from Red
o Wash that dra~ns most of the Deadman Bench lands. The Savannah Butte Canal
would extend west from the White River below the Wonsits Canal and would
provide water to lands that could not be fully served by return flow water.

Lateral and drainage systems would be provided as necessary throughout
the project area.

.

Power

Water supplies from Juniper Reservoir in excess of irrigation re~uire-
ments would be released from the reservoir through a powerplant at the base
of the dam to the Yampa River, Part of the power water releases would ')
fluctuate for peaking operations and part of the water available for power
production would be released in such a manner as to maintain a minimum con-
tinuous flow in the Yampa River to enhance the stream fiShery below the
powerplant. Since irrigation diversions would be made to Deadman Bench
Canal about 160 feet above streambed, they would not be available for Use
in power production. A switchyard would be constructed near the power-
plant at Juniper Dam. Power generated at the Juniper plant would be trans-
mitted to delivery points through interconnections with nearby lines of the
transmission system of the Colorado River Storage project.

Recreation and fi~h ~nd wildlifp.

.

Preliminary information from the National Park Service indicates that
Juniper Reservoir would become an important outdoor recreational area and
that Artesia Reservoir also would be attractive for recreation although to
a less significant degree. Visitor use at both reservoirs would be largely.
transient. Development of three recreational sites at the Juniper Reservoir
and One site at Artesia Reservoir would provide for optimum realization of
outdoor recreational opportunities. At each site basic public Use facili-
ties would be provided at Federal cost. These would include such items as

17
