CHAPrER II

COMPREHENSIVlj: PLAN

.

boat-launching ramps, roads and walks, parking and picnic areas, camping
grounds, and wate~ systems, Concession 'facilities also would be provided
at Juniper and Artesia Reservoirs. At Juniper Reservoir concession facil-
ities would include trailer villages, guest units, marina and fishing sup-
ply establishments. restaurants" and swimming pools. At Artesia Reservoir
concession facilities would be minimal an'd would,' include trailer parking,
food service, and marina e'luipment and service.

As previously stated, minimum water releases would be made through
the Juniper powerplant to enhance the stream fishery along Yampa River
below the plant. A minimum continuous release of about 200 second-feet
woulCl. be made and additional ,variable releases in excess "of the minimum
flows would be made for peaking power production. Both Juniper and Artesia
Reservoirs would enhance fishery values in the area.

Project Works and Costs

.

Preliminary designs and estimates of reconnaissance scope were made
for the potential project works after consideration of the various physical
and economic factors involved. Consideration was given to terrain and loca-
tion. re'luired capacities, geologic conditions, accessibility of sites, and
availability of suitable construction materials. The engineering and geo-
logic data available are suitable for designs and estimates of reconnais-
sance scope but would not be adequate for a feasibility report nor for con-
struction designs and estimates,

The various project works could be constructed in a period of about
10 years, No unusual construction problems are anticipated. Locations of
project features are readily accessible or could be made accessible at
reasonable cost, Ade'luate housing facilities probably would be available
at Craig, COlo" for construction workers in the vicinity of Juniper Reser-
voir but construction camps would be required in the area west of Elk
Springs.

Brief descriptions of the project works are given in the following
paragraphs, followed by a summary of estimated construction costs and
annual costs for operation. maintenance, and replacements. Locations of
project features are shown On the frontispiece map.

Juniper Dam and Reservoir

.

Juniper Reservoir on the Yampa River would have a total storage capac-
ity of about 1,710,000 acre-feet at normal water surface elevation 6,150
feet, Approximately 770,000 acre-feet of the capacity would be active for
regulation of Yampa River flows for irrigation and power uses and the
remaining 940,000 acre-feet would be inactive capacity to provide a diver-
sion elevation for the Deadman Bench Canal and a head for the Juniper power
plant, Approximately 10.000 acre-feet of the active capacity would be used

18
