.

CHAPTER I

GENERAL DISCUSSIONS

-

..........'.".:.....
, "1~," ~

" :~>,,~

.

Potential Juniper projeet lands along V. S. Highway 40
about 7 miles west of Artesia, Colo.

Irrigation development of arable lands in the Juniper project area
would provide new farms and settlement opportunities, particularly for
many young people in northwestern Colorado and northeastern Utah who would
otherwise be forced to seek livelihoods elsewhere. The new irrigation
development in the project area would bolster the livestock industry in
the general area, would stimulate the economic growth of nearby trading
areas in Colorado and Utah, and also aid in supporting the economy of
future mineral resource development in the surrounding region. Develop-
ment of hydroelectric power in connection with the project would help to
meet increasing needs in the power market area of the Colorado River Stor-
age project. Enhancement of outdoor recreational opportunities and fish
and wildlife resources to the extent consistent with other purposes of the
project would assist in meeting continuously increasing demands being made
for leisure-time activities.

.

Requirements for municipal and industrial water in the vicinity of
the project have not been significant to date since mining operations have
been limited to mechanized developments and raw mineral products have been
transported out of the area for processing. Significant increases in
requirements for municipal and industrial water could result from future
developments of the mineral resources, particularly if the area's oil
shale and bituminous sandstone deposits are processed locally. Location
and timing of the requirements for municipal and industrial water cannot
be predicted with any accuracy at the present time. but as such needs
develop they could be readily met from the Juniper project ~ater supply.

11
