POPULATION AND DEMANDS <br /> <br />The present population of the service area has been estimated to be about <br /> <br />I <br /> <br />150 people residing in some 6.1 homes including the ten homes along Fox Farm Road. <br /> <br />I <br /> <br />Projections of future growth are extremely difficult to make with any <br /> <br />accuracy. Douglas County has experienced a very high growth rate since 1960, <br /> <br />I <br /> <br />and the Castle Rock-Larkspur area is very attractive to many people. <br /> <br />There are presently only four commercial enterprises in Larkspur and no <br /> <br />I <br /> <br />industry. However, Castle Rock and Denver are both readily accessible via <br /> <br />I <br /> <br />Interstate 25 and many people in Larkspur and the Perry Park area commute daily <br /> <br />to their work. It's quite feasible that Larkspur could experience considerable <br /> <br />I <br /> <br />development as a "bedroom" community for those people who desire an attractive <br /> <br />home environment. <br /> <br />I <br /> <br />Even one relatively small development in the Larkspur area could have a <br /> <br />I <br /> <br />significant impact on total population in the proposed service area. However, <br /> <br />it is not economically feasible to construct water and wastewater systems to <br /> <br />I <br /> <br />allow for future growth in the entire area. The growth may not occur. The <br /> <br />result would be oversized systems and prohibitive costs. <br /> <br />I <br /> <br />It appears that the best course would be as follows: <br /> <br />I <br /> <br />1. Design water and wastewater systems for the present population. <br /> <br />2. Oversize facilities to allow a 50% increase in service area <br />population. <br /> <br />I <br /> <br />3. Assume that future growth will occur in the Larkspur Heights <br />area west of the AT & SF tracks, along the County Road south of <br />Larkspur, and along Fox Farm Road. <br /> <br />I <br /> <br />Based on this criteria, the future design population will be 225 people <br /> <br />I <br /> <br />in approximately 97 homes. It is assumed the design population will be reached <br /> <br />at least by the year 2000. <br /> <br />I <br /> <br />I <br /> <br />7 <br />
