"

.

.

2. Es"irna"e s"rearn flows a" key s"rearn loca"ions.

a. Below confluence with the Swan River.
b, From confluence wi"h Swan River "0 Bar"on Gulch,
c, From Breckenridge "0 Goose Pas"ure Tarn,

3. Factor out existing and future water righ"s to
calculate real minimum stream flows.

a. Compare predic"ed hydrology with the instream flow
rates identified in the Green Mountain Water
Marr.e"ing Program Final EIS. Indica"e how often
and when the predicted stream flows drop below
those rates under preseD" and future conditions.

b. Compare predicted hydrology with the minimum of one
day "hree year and thirty days "hree year (lQ3 and
30Q3) rates identified in the NPDES permit(s) for
discharger(s) on the Blue River. Indica"e if the
lQ3 and 30Q3 rates are adequate under present and
future conditions.

c. Evaluate the amount of augmentation water needed to
meet the present and 'future water uses and the
amount necessary to protect the instream uses for
the most critical stream reaches.

4. Augmentation Sources.

a. Review the existing operation of the Goose Pasture
Tarn. Indicate the operational changes possible so
that the reservoir could be used in an optimum
manner to meet in-basin demands during the most
critical periods. Investigate the legal or other
institutional changes that would have to be made to
change the operation of the Tarn.

b. Review the cost and feasibility of enlarging the
capacity of the Tarn concurrently with the
reconstruction of the spillway. Analyze how much
additional water is available from such an
enlargement and at what ,=ost it could be made
available.

c. Investigate the preliminary feasibility of smaLl
reservoir sites in the Upper Blue Basin above the
confluence with the Swan. Sites that have been
previously identified include Indian Creek, Upper
Mohawk. "100 sites identified by Lee Brill. and a
site identified by the Blue River Water District,
The analysis should incl11de estimates ~o= storable
inflow. cost, wha"ever geo"echnical analysis is
possible without field testing, and review of
environmental '1fatal ~la~'s.~

-2-
