EXHIBIT A SCOPE OF S~R\'!CES StudY Obiective and Scope The overall objective of this study is to determine. at a reconnaissance level of detail, the physical and legal availability of water for various uses in the Blue River Basin in Summit County. Specific study objectives are to identify and analyze alternative means to: A. Provide for municipal, lawn irrigation, and snowmaking uses on the Blue River and its tributaries above Dillon Reservoir in a manner that: (1) meets existing and future water diversion demands. (2) maintains stream flows at rates sufficient to protect fishery resources. irrespective of the relative priorities of water rights. and (3) maintains flows above the lQ3 and 30Q3 levels upon which current NPDES permits are premised. B. Provide an adequate water supply for Dillon and Dillon Valley in a manner that protects the fishery in Straight Creek and provides protection against hazardous spillS and other quality prOblems related to the Straight Creek drainage. C. Provide for municipal. lawn irrigation. and snowmaking uses on the Blue River below Dillon Reservoir while maintaining flow rates in the Blue River from Dillon Dam down to Straight Creek at no less than 50 cfs. and from Straight Creek to the joint Silverthorne-Dillon sewage treatment plant at no less than 52 cfs. D. Satisfy mitigation requirements that may be imposed federal agencies as a part of the Green Mountain Reservoir Water Marketing NEPA compliance process. ! by' I" .J Reouired Evaluations The evaluations to be carried out for the study shall include, at a minimum, the following: Por Obiectives A and C--B1ue River Above and Below Dillon Reservoir: 1.
