<br />.') <br /> <br />.,. <br /> <br />EXHIBIT A <br />SCOPE OF S~R\'!CES <br /> <br />StudY Obiective and Scope <br /> <br />The overall objective of this study is to determine. at a <br />reconnaissance level of detail, the physical and legal <br />availability of water for various uses in the Blue River Basin <br />in Summit County. Specific study objectives are to identify <br />and analyze alternative means to: <br /> <br />A. Provide for municipal, lawn irrigation, and snowmaking <br />uses on the Blue River and its tributaries above Dillon <br />Reservoir in a manner that: (1) meets existing and <br />future water diversion demands. (2) maintains stream <br />flows at rates sufficient to protect fishery resources. <br />irrespective of the relative priorities of water <br />rights. and (3) maintains flows above the lQ3 and 30Q3 <br />levels upon which current NPDES permits are premised. <br /> <br />B. Provide an adequate water supply for Dillon and Dillon <br />Valley in a manner that protects the fishery in <br />Straight Creek and provides protection against <br />hazardous spillS and other quality prOblems related to <br />the Straight Creek drainage. <br /> <br />C. Provide for municipal. lawn irrigation. and snowmaking <br />uses on the Blue River below Dillon Reservoir while <br />maintaining flow rates in the Blue River from Dillon <br />Dam down to Straight Creek at no less than 50 cfs. and <br />from Straight Creek to the joint Silverthorne-Dillon <br />sewage treatment plant at no less than 52 cfs. <br /> <br />D. <br /> <br />Satisfy mitigation requirements that may be imposed <br />federal agencies as a part of the Green Mountain <br />Reservoir Water Marketing NEPA compliance process. <br /> <br />! <br />by' <br />I" <br /> <br />.J <br /> <br />Reouired Evaluations <br /> <br />The evaluations to be carried out for the study shall <br />include, at a minimum, the following: <br /> <br />Por Obiectives A and C--B1ue River Above and Below Dillon <br />Reservoir: <br /> <br />1.
