Array these senior conditional decrees in descending <br />order of magnitude and select, in consultation with the <br />state, a cutoff criteria for the depletion analysis. <br /> <br />3. Review and classify these conditional decrees, in con- <br />sultation with the State, into three groups according to <br />their probability of being perfected and to their asso- <br />ciated depletions. <br /> <br />4. Estimate the impact of these decrees on the yield of the <br />District's rights. <br /> <br />Task 4 - Determine Water Needs and Locations <br /> <br />The Contractor shall, in consultation with the State and the <br />District, determine a reasonable range of potential water re- <br />quirements for irrigation, municipal, industrial, hydropower and <br />other uses that could be served by the development of the Dis- <br />trict's rights. The Contractor shall base its determinations on <br />previous studies and on contacts with the appropriate towns, <br />energy companies, utilities, and governmental agencies. Irriga- <br />tion requirements shall be determined from the U. S. Bureau of <br />Reclamation land classificaton and consumptive use studies, in <br />consultation with the State and the District. <br /> <br />The State and the District shall designate, based on the <br />above demands, the location of water usage within the study <br />area. The Contractor shall utilize these locations in the <br />development of the alternative plans. <br /> <br />Task 5 - Identify Storage Sites <br /> <br />The Contractor shall identify potential reservoir sites <br />based upon the review of previous studies conducted in Task 2. <br />In addition, an examination of topographic maps and aerial <br />photographs shall be made to locate possible additional sites. <br /> <br />The reservoir sites shall be examined to determine their <br />capability to meet the various water requirements and their <br />ability to provide water at designated locations. After several <br />.sitesare eliminated due to location, geology, water supply, or <br />other adverse conditions, the Contractor shall consider, with the <br />State's approval, the remaining sites for inclusion in the alter- <br />native analysis. <br /> <br />Task 6 - Identify Delivery Systems and Facilities <br /> <br />The Contractor shall identify the general conveyance facili- <br />ties which would be needed to meet the projected uses of availa- <br />ble water. These facilities may include diversion dams, delivery <br />canals, pumping plants, tunnels, pipes, and other appurtenances. <br />The Contractor shall evaluate various combinations of delivery <br />systems to identify the potential for the joint use of facil- <br />ities.
