<br />. <br /> <br />. <br /> <br />> . <br /> <br />demand and the amount of terminal storage projected for each <br />user. <br /> <br />Task 7 - Formulate Alternative Plans <br /> <br />Given the storage sites and delivery facilities identified <br />in the previous two tasks, the Contractor, in consultation with <br />the State, shall formulate several alternative plans to develop <br />the water rights of the District. The alternative plans will <br />include various combinations of facilities and will provide dif- <br />ferent methods of water delivery to potential users from common <br />facilities. <br /> <br />Initially, a broad range of alternative plans will be con- <br />ceived and basic location and physical characterisitics of the <br />features will be outlined. Based on a comparison of rough order <br />of magnitude cost estimates, general functional characteristics <br />and engineering and geotechnical feasibility, the initial group <br />of alternatives will be reduced in number to two to five plans <br />which will then undergo a more comprehensive evaluation. <br /> <br />Descriptions of the alternative plans selected for continued <br />evaluation and explanations of the basis for their selection will <br />be the subject of an interim report or working paper presented to <br />the State and advisory committee for review. Following the con- <br />currence with or agreed modifications to the selected alterna- <br />tives, the consultant will proceed with carrying out operations <br />studies, designs, cost estimates, and evaluations as described in <br />Tasks 8, 9, 10, and 11. <br /> <br />Task 8 - Perform Operation Studies <br /> <br />The Contractor shall perform operations studies on the <br />formulated alternatives to determine the yield of each such <br />alternative. The Contractor shall use such analytical methods <br />and computer programs as are appropriate for this type of anal- <br />ysis. The operations studies will analyze the streamflow on a <br />monthly basis for several key locations in the basin and will <br />project the availability of water for the various uses under each <br />alternative. <br /> <br />The Contractor shall estimate the yield of each of the <br />alternative plans with up to three levels of assumed senior con- <br />ditional water rights development. These levels of development <br />will be determined by the Contractor in consultation with the <br />State. The development of these rights will be incorporated into <br />the operations studies and into the evaluation for potential <br />hydropower facilities. <br /> <br />The Contractor shall also include the following in its <br />operations studies: <br /> <br />1. An estimate of return flows from irrigation, municipal <br />and industrial uses. <br /> <br />5 <br />
