<br />. <br /> <br />. <br /> <br />~ . <br /> <br />Task 1 - Prepare Plan of Study <br /> <br />The Contractor shall prepare a report entitled "Plan of <br />Study" (paS). This pas shall address in detail the study tasks, <br />schedule, budget, milestones, task products, and the coordination <br />with the State and advisory committee, to include the biweekly <br />briefings, the monthly status reports and the product review <br />process. The pas shall also include the legal scope of services <br />for reviewing proje~t alternatives, water rights, and other sub- <br />jects. The State shall review and approve this pas prior to <br />additional work being started. <br /> <br />Task 2 - Review Previous Studies and Compile Available Data <br /> <br />The Contractor shall review previous studies conducted on <br />the White River and shall compile the available data as appropri- <br />ate. This review shall include, but not be limited to, studies <br />conducted by the U. S. Bureau of Reclamation, the Colorado River <br />Water Conservation District, the State, the Soil Conservation <br />Service, the U. S. Geological survey, the District, the state <br />universities, the municipalities and the various energy companies <br />in the area. <br /> <br />Data to be collected shall include, but not be limited to, <br />streamflow records, geologic and soils information, water diver- <br />sion records, and information on current and historical water <br />use. <br /> <br />Task 3 - Determine Water Availability <br /> <br />The Contractor shall analyze monthly streamflow records and <br />select, in consultation with the State, a concurrent period of <br />record for appropriate gaging stations. The period of record <br />selected shall include a critical hydrologic period and shall <br />reflect the historic average runoff. If possible, a recent and <br />relatively short period of record should be used (e.g., 1965- <br />1980) because current diversions would be included in the record. <br />If it is necessary to use a much longer period of record, such <br />adjustments as are required to make the period of record reflect <br />current diversions and uses shall be made. In completing this <br />task, the Contractor shall use, to the extent possible, data <br />previously developed by the Contractor and the Utah Division of <br />Water Resources for the U. S. Water Resources Council's 13(b) <br />assessments in the White River Basin. <br /> <br />The Contractor shall evaluate the effects on the District's <br />,water rights of conditional water rights senior to those of the <br />District in the following general manner: <br /> <br />1. Compile a list of senior conditional decrees in Water <br />District 43 and classify these as to storage or direct <br />flow rights. <br /> <br />3 <br />
